GALAXY BACKBONE IMPLEMENTS GOVT'S ICT POLICY

Firm implements govt's ICT policy Galaxy Backbone has begun the deployment of 5000 VSAT nodes across the country to implement the National Information, Communication and Education Programme (NICEP). An ICT policy intervention by the Federal Government, NICEP is targeted at the realization of its e-governance and Millennium Development Goals' objectives. A statement issued by the organisation in Abuja said that Federal Government ministries, departments and agencies, the 36 state capitals and 774 local government areas would benefit from the deployment.
The statement said the VSAT project was based on its mandate to provide a common platform for the provision of connectivity and transversal services. The NICEP project would provide the benefits of ICT to all areas of the country, particularly hard-to-reach areas and under-served communities.
The NICEP infrastructure, which is based on IP Technology, would support the entire spectrum of ICT services. It would focus especially on such initiatives as e-Government, e-Education, e-Health, e-Commerce and would be connected directly to the Government Data Centre in Abuja. The pilot sites are spread across the six geo-political zones of the country with some in federal universities, post offices, unity schools and security agencies.

Staff development still top on NNPC agenda -GMD

The Group Managing Director of the Nigerian National Petroleum Corporation (NNPC) Engr. Abubakar Yar’Adua has reiterated that the development and growth of staff towards meeting world-class standards in the oil and gas industry would continue to play prominence in the agenda of the Corporation.
The GMD, who was represented by the Group Executive Director, Corporate Services (CS) Alhaji Ibrahim Waziri stated this at the graduation ceremony of the first batch of the Foundation Skills Training Programme (FSTP) held recently at NNPC Towers, Abuja.
“At NNPC, our human capital is our greatest asset which helps to define our success as a corporation. We will continue to pay special attention to our new and existing staff and continue to empower them with the right tools, resources and training required to unleash their potentials,” Yar’Adua said.
The GMD further said that the FSTP was introduced in the first quarter of 2007 by management to recover some of the lost grounds in the technical development of staff and commence a structured replenishment of the technical skill-base of the corporation.
With the massive changes going on in the oil and gas industry, Engr. Yar’Adua hopes that the training would groom and develop the future technical and business leaders of the corporation who would in the future truly actualize the vision and mission statement of the Corporation.
He however enjoined the management of all NNPC SBUs/CSUs to expose the graduating engineers and technicians to the various challenges of the operation and to ensure that they acquire the right skills and competences required for success in their respective positions.
The GMD also promised that management would do everything possible to sustain the FSTP.
The guest lecturer, the Executive Secretary of the National Board for Technical Education (NBTE), Engr. Nuru Yakubu delivered a lecture on the topic ”Sustainable Development of Skilled Manpower in the Oil and Gas Industry in Nigeria”.
He advocated for a globally acceptable technical and vocational education which is industry-focused through partnership which is flexible, qualitative and presented in a modular form so as to provide close direction to the trainee and the trainer.
The chief host, Group General Manager, Human Resources, Mrs Lilly Adegbite, presented the 176 Technicians/Operators and 100 Graduate Engineers for graduation.
The General Manager, Group Learning Department, Mr. Chris Osarumwemse disclosed that the FSTP was approved by the Group Executive Council to provide the new intake a common platform on which they will build careers in the oil and gas industry and rebuild the dwindling technical base of the Corporation.
He said young professionals were encouraged to drive their own development via structured guidance and self learning; monitoring, assessing and reporting capabilities to enhance career planning and development.
The NNPC FSTP is made up of the Graduate Engineering and the Technicians/Operators Schemes. The Engineering scheme consists of Engineers and Geoscientists with a minimum of B.Sc while the Technicians/Operators scheme is for graduates with National Diploma and Higher National Diploma in Engineering.
Ninety-nine (99) Engineers and one hundred and seventy-three (173) Technicians who passed with a minimum of 50 per cent have since been deployed to the various SBUs and CSUs for their first assignment with the Corporation, while one Engineer and three Technicians were relieved of their appointments for failing to meet the 50 percent benchmark.

Combined Graduation Ceremony of Chief Officers 045 046 047

“No organisation can succeed unless it constantly and deliberately engages in efforts to re-invent itself.”

The Group Managing Director of the NNPC, Engr Abubakar Lawal Yar’Adua, made this assertion at the graduation ceremony of batches 045, 046 and 047 of the Chief Officers’ Management Development Programme which took place recently at the NNPC Towers, Abuja. He was represented by the Group Executive Director, Corporate Services, Alhaji Ibrahim Waziri.

He said that the NNPC is determined to ‘walk the talk’ about transformation and operate with world class standards like its peers all over the world.

He explained that the need to make the Corporation a profit-oriented enterprise informed the decision of the federal government to restructure the oil and gas industry.

The GMD told the graduants that the training offered them was to prepare them for the challenges ahead and to make them understand that it would no longer be business as usual.

Speaking in a welcome address at the ceremony, Group General Manager, HR, Mrs. Lillie Adegbite told the gathering that a total of 2,292 Chief officers have been trained in 47 runs of the programme since inception.

She said that the programme was a key success factor in NNPC’s quest for capacity building of the human capital.

She revealed that the Chief Officers’ Management Development Programme was introduced in 1991 in response to the need to groom leader-managers what will help realize the vision and mission of the Corporation and thus meet the expectation of the Nigerian people.

According to her, the programme has continued to meet its objectives of harnessing a pool of well-trained leader-managers capable of facing the challenges of a highly competitive and dynamic business environment.

General Manager, Group Learning Division of the NNPC, Mr. Chris Osarumwense who also spoke at the ceremony, said that going by the results of the various batches of the Chief Officers that had been trained on the programme, NNPC was confident that they would rise up to the challenges of the impending new era in the corporation.

Best individual research projects were presented to the audience while outstanding members of the various batches were called up for recognition and received prizes from members of top management.

ITD Strategic Management Workshop

The Group General Manager, Information Technology Division of the NNPC, Mr. Chuks Onuoha has described information technology as the business enabler that would help transform the corporation into a world class integrated oil and gas company.

Mr. Onuoha said this recently while delivering a paper on “IT infrastructure Rollout in NNPC” at the strategic management workshop organized by his division at the Lagos Sheraton Hotels and Towers.

He therefore said that information technology was critical to NNPC’s success story as the oil and gas business anywhere in the world required the latest technology. The Group General Manager stated that NNPC would provide official, reliable and cost effective IT services that exceed its customers’ expectations.


He said that one of the key roles of information technology was to make information on activities in the upstream midstream and downstream sectors readily available. He stated that the NNPC needed to get its strategic business units, mega stations and zonal offices connected so that information about each one of them could be readily accessed.

The Information Technology Managers of the National Petroleum Investment Management Service, NAPIMS, National Engineering and Technical Company, NETCO, the Integrated Data Service Limited, IDSL and Research and Development division all took turns to present their individual company’s IT overview and strategy at the two-day workshop.

Other subsidiaries of the corporation represented at the workshop were the pipelines and products marketing company, PPMC, Nigeria Petroleum Development Company, NPDC and the Nigeria Gas company, NGC.

Similarly, presentations were made on “Optimizing NNPC’s VSAT for enhanced voice and data Communication,” “Building NNPC’s Data Centre”, as well as “Unified communication in NNPC.


The workshop, the first of its kind, was to enable information technology stakeholders within the NNPC Group to rob minds and come up with a workable roadmap for the development of the corporation through IT.

By December 31, 2007, all NNPC staff at the corporate headquarters are expected to have their personal computers on their desks.
